Domestic Sourcing

A patchwork of various statutes, most notably the Buy America Act and the Berry Amendment, establish domestic sourcing restrictions for various procurements by the Department of Defense (DoD). While it is important to support domestic industries, policies must recognize that defense industry operates in an increasingly competitive, globalized world, and that foreign firms can offer cutting edge technologies. Congress and DoD should work together to ensure that domestic souring restrictions adequately balance cost and risk with their intended benefits, and that no policies preclude DoD from delivering best value products to the warfighter.
