Bio
Mr. Joe Brooks is a graduate of Washington College (BA History ‘04), Maryland’s Smith School of Business (MBA ‘10), and the US Army War College (MA ‘17). His career, to date, has focused on emergency, crisis, and continuity logistics within the U.S. Interagency and with international partners.

Initially in support of the Office of Naval Intelligence and United States Senate Sergeant at Arms, Mr. Brooks authored continuity, crisis, and emergency response plans as well as modernized capabilities to ensure readiness and resiliency. 

From 2010-2017, while assigned to the Office of the Secretary of Defense, he provided direct crisis management support to the Assistant Secretary of Defense for Homeland Defense and America’s Security Affairs and the Joint Staff. In this assignment, Mr. Brooks led crisis management teams in response emergencies and disasters such as: the Deepwater Horizon oil spill, Operation Tomadachi, and Hurricane Sandy. In this period, Mr. Brooks also led continuity and crisis management training and exercise development for OSD Policy.

From 2016-2018, Mr. Brooks was enrolled in Defense Senior Leadership Development Program (DSLDP). As part of DSLDP Mr. Brooks graduated from the US Army War College and completed a developmental assignment with the Office of the Assistant Secretary for Energy, Installations and Environment (EI&E). At EI&E he led a Cyber Threat Deep Dive which established capabilities and methods for EI&E to digest, assess and act on infrastructure threats. Following DSLSP, Mr. Brooks led DLA Operations logistics reform efforts, integrating efforts to benchmark commodity pricing and Supply, Storage, and Distribution modernization. 

From 2019-2022, Mr. Brooks led DLA’s Agency Synchronization and Operations Center as Chief of Operations. Mr. Brooks oversaw the final design and implementation of reforms aimed at synchronizing/fusing intelligence, operations, and business functions. Mr. Brooks also led Agency crisis management in response man-made and natural crises/disasters such as the Russian/Ukrainian War, COVID-19, as hurricanes and wildfires. 

From 2022-2024, Mr. Brooks served as the Chief of DLA’s Whole of Government Division where he provided strategic oversight and day to day management of DLA’s ~$12B (FY24) support to 40 federal Interagency partners, all 50 U.S. States, 300 local and municipal governments, and 129 foreign nations. In this function, Joe served as the Agency lead and process owner for Foreign Military Sales and Acquisition and Cross Servicing Agreements. 

Mr. Brooks Currently serves as the Executive Director for Regional Sustainment within OASD Sustainment. The Regional Sustainment Framework supports National Defense Strategy priorities and objectives by strategically engaging with allies and partners to bring critical weapon system Maintenance, Repair and Overhaul (MRO) capability and capacity closer to the forward deployed point of need in contested logistics environments.

Joe Brooks lives with his wife, Melinda and three kids – Amelia (9), Simon (9), and James (6) in Fairfax Station, VA. His passions include Brazilian Jiu Jiitsu, sailing, and music.
