Mr. Troop brings over thirty-five years of program management expertise, spanning projects of various scales. His in-depth understanding of earned value management systems is underpinned by experience across federal government roles, construction management, software development, and engagements with Aerospace & Defense contractors. Mr. Troop is a co-founder of Encore Analytics, the creator of Empower, a browser-based tool designed for sophisticated project management analytics. Before this venture, he co-founded C/S Solutions, the creator of the wInsight and Risk+ analytical tools, which Deltek acquired in 2006. Mr. Troop initiated his career at the United States Air Force within the NAVSTAR GPS Program Office, contributing to supplier management earned value system validations and analyzing the resultant performance measurement data. His expertise in program management methodologies has been disseminated both domestically and internationally, with teaching and implementation efforts spanning Italy, France, Spain, Germany, Canada, Australia, and the United Kingdom.
