Colonel Robert Carter is the Joint Project Manager for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors. Colonel Carter is a native of Lake Charles, Louisiana and has served in key leadership, medical research, program management, and command assignments. Prior to joining the JPEO-CBRND, Colonel Carter served as the served as the Medical Research and Development Command (MRDC) Liaison Officer and Acquisition Advisor to Army Futures Command Headquarters in Austin, Texas. Also, he serves as the Consultant to the Army Surgeon General for Biochemistry and Physiology. Upon completion of the Army Medical Department Officer Basic Course (OBC), Colonel Carter began his military career in 1998 as a Medical Service Corps (MSC) officer assigned to the 4005th United States Army Hospital and 807th Medical Brigade. Follow on assignments include serving as a research physiologist at the United States Army Institute of Environmental Medicine in Natick, Massachusetts; Science Attaché & Exchange Scientist at the Centre de Recherches du Service de Santé des Armées (CRSSA) in Grenoble, France; Research Development and Engineering Command (RDECOM) as the Technology and Acquisition Advisor to United States Africa Command in Stuttgart, Germany; Special Assistant to the Director of the Telemedicine and Advanced Technology Research Center, Fort Detrick, Maryland; Deputy Director, Executive Officer, and Department of the Army Systems Coordinator (DASC) for Medical Systems, Office of Assistant Secretary of the Army (Acquisition, Logistics and Technology), Pentagon; White House Social Aide to President of the United States; deployed as the Medical Operations Officer and Acquisition Advisor to Combined Joint Task Force Paladin, Kandahar, Afghanistan; Director, Pre-Hospital-Combat Casualty Care Research Program at the U.S. Army Institute of Surgical Research, Fort Sam Houston, Texas; Army Product Manager at Program Executive Office Simulation, Training and Instrumentation (PEO STRI) in Orlando, Florida. Colonel Carter received his PhD. in Biomedical Sciences and Master of Public Health (M.P.H.) in Epidemiology from the University of North Texas Health Science Center, Master’s Degree in Biological Sciences, Bachelor’s Degrees in Chemistry and Biology, and is a Distinguished Graduate of the U.S. Army War College (Master’s Degree in Strategic Studies) and was awarded the AWC Foundation Award for Outstanding Strategy Research Paper. He completed post-graduate studies at Harvard School of Public Health and published over 100 peer reviewed articles, abstracts and book chapters. Colonel Carter is married to Dr. Kirti Carter and are blessed with a 7 year daughter, Rajshri. The Carter family enjoys marital arts training all hold black belts in Taekwondo
