Bio

Mr. Thomas Dougherty is the Executive Director and the Senior Contracting Official for the Army Contracting Command- New Jersey, headquartered at Picatinny Arsenal, N.J., with operating locations at Picatinny, Joint Base McGuire-Dix-Lakehurst, N.J., and Watervliet, N.Y. Prior to assuming this position, he served as a Center Director in ACC-NJ since 2013.

Mr. Dougherty began his government career in 2002 as a contracting intern for the then Picatinny Center for Contracting and Commerce. Since that time he has served Army contracting in various positions of increasing responsibility.

He is a senior advisor on acquisition and contracting processes, contract policy and compliance, pre-award and post-award contracting and associated business advisory services for a diverse customer base: the Joint Munitions and Lethality Life Cycle Management Command; the Joint Program Executive Office for Armaments and Ammunition; PEO, Enterprise Information Systems; the Department of Defense and other joint service requirements.

In addition to experience in Federal Acquisition-based major systems acquisition contracting, Mr. Dougherty has been responsible for the execution of numerous prototype Other Transaction Agreements under the authority of 10 U.S.C. 2371b resulting in novel business solutions for DoD-managed requirements.

He has a Bachelor of Arts Degree in Economics and Philosophy from Boston College in Chestnut Hill, MA and a Juris Doctorate from the St. John’s University School of Law in Jamaica, NY.

Mr. Dougherty is a member of the Army Acquisition Corps and is certified Level III in Contracting. He has completed executive level courses at the Eckerd College Leadership Development Institute and the University of Pennsylvania.
