Ms. Lynda R. Armer is the Executive Director and Senior Contracting Official for Army Contracting Command - Rock Island, a major contracting center of the U.S. Army Contracting Command. She serves as the center’s senior civilian procurement authority, supporting the total contracting requirements of diverse customers including the U.S. Army Sustainment Command, the Joint Munitions Command, the Joint Program Executive Office Armaments & Ammunition, the Program Executive Office - Assembled Chemical Weapons Alternatives and Chemical Materials Agency, the Program Executive Office - Enterprise Information Systems, Army Central Command, the Surface Deployment and Distribution Command, and the Office of the Program Manager - Saudi Arabian National Guard.

Ms. Armer was commissioned in 1993 as an Engineer Officer upon graduating from the United States Military Academy in West Point, New York, where she received a Bachelor of Science in Environmental Engineering. Her advanced civilian education includes a Master of Business Administration from the University of Kansas and a Master of Strategic Studies from the U.S. Army War College.

Ms. Armer, a retired Army Colonel with 29 years of commissioned service, has held a variety of acquisition positions: Chief, Regional Contracting Center - Kirkuk, Iraq, Joint Contracting Command Iraq/Afghanistan; Chief, Regional Contracting Center – The Americas, 410th Contracting Support Brigade, Fort Sam Houston, Texas; Commander, 903rd Contingency Contracting Battalion and Director, Theater Contracting Center, 409th Contracting Support Brigade, Kaiserslautern, Germany; Lead Analyst for Business and Medical Programs, Capabilities and Acquisition Division, Resources and Acquisition Directorate, J8, the Joint Staff, Pentagon; Commander and Senior Contracting Official, 418th Contracting Support Brigade, Fort Hood, Texas and forward deployed as the Commander and Senior Contracting Official, Army Contracting Command - Afghanistan, Bagram, Afghanistan. Ms. Armer’s most recent assignment was as the Military Deputy to the Executive Director, Army Contracting Command – Rock Island.
