Bio
Mr. Terhune graduated from Lehigh University in Bethlehem, PA with a Bachelor of Science in Industrial Engineering in June 1988 and a Masters of Science degree in Technology Management from Stevens Institute of Technology in Hoboken, NJ in May 1998.

Mr. Terhune was a defense contractor from April 1990-2001 supporting the Product Manager for Mortar Systems, Picatinny Arsenal, NJ. As a Program Analyst, he supported PM Mortars in the financial, contractual and production analyses of the 60mm, I81mm, and 120mm Mortar Systems and their associated ammunition. In April 2001, Mr. Terhune went to work for the U.S. Government, as a Project Officer for PM Mortars, Project Manager Combat Ammunition Systems (PM CAS). His responsibilities were managing broad aspects of the life cycle of direct/indirect weapon systems and mortars programs.

In November 2005, Mr. Terhune became a Project Management Officer for the Office of the Product Manager for Medium Cannon Caliber (PM MCC), Project Manager Maneuver Ammunition Systems (PM MAS) with responsibility for managing the life cycle for 20, 25 and 30mm ammunition programs. From November 2012-2017, Mr. Terhune was the 40mm Production Project Lead for the Project Director for Medium Caliber (PD MC), PM MAS with responsibility for 40mm High Velocity (HV) and Low Velocity (LV) ammunition production programs, and later the 40mm Research, Development, Testing & Engineering (RDT&E) Project Lead.

In November 2017, Mr. Terhune was the Resourcing and Planning Branch Chief, PdM Precision Attack Cannon Munitions (PdM PACM), PM CAS, determining strategies for all current and future PACM projects, including Excalibur 1b, Excalibur Hit-to-Kill, BONUS and Cannon Delivered Area Effects Munition (C-DAEM).

Mr. Terhune graduated from DAU’s Senior Service College Fellowship in May 2021.  From May 2021-June 2022, he was the Industrial Base Projects Lead for the Iowa Army Ammunition Plant (AAP), Milan AAP and the Quad City Cartridge Case Facility (QCCCF) for the Office of the Project Director Joint Services (PD JS), Picatinny Arsenal, NJ.  

Since July 2022 Mr. Terhune has been the Product Director Demilitarization, which now is under the Project Director Joint Ammunition and Weapons Systems (PD JAWS). He is responsible for performing life-cycle management for demilitarization for the Department of Defense (DoD).  This includes Research, Development, Testing & Engineering (RDT&E) Projects, Conventional and Missile demil, Ammunition Peculiar Equipment and Reclamation, Recycling & Reuse (R3).  On 01 Jan 2024, he was named the Acting Project Director for PD JAWS.  Mr. Terhune is currently overseeing the merging of the Product Director Demilitarization and the former Project Director Joint Bombs offices and their perspective portfolios.

Mr. Terhune holds an Advanced Certification in Program Management and a Practitioner Certification in Engineering & Technical Management. He has received two Achievement Medals for Civilian Service, 2003 and 2022 and the Commander’s Award for Civilian Service in 2016. Mr. Terhune authored “The U.S. Army Acquisition’s Role In Response to Domestic Unrest: A Qualitative Descriptive Case Study” Research Paper, 2021 and “Delivering the Next Generation of 40mm Grenades” AL&T Magazine Article, 2017.

Jim is married to the former Miss Kimberly Poddo, for 33 years and they have one daughter, Anna, 20.
