Bio

John J. "Jack" Daniels was selected as the Deputy Assistant Secretary for Plans Programs and Resources, Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology) September 2016 and served until Sept 2023. He served as Chief Financial Officer for ASA (ALT), including Program Executive Offices and Direct Reporting Units. He serves as the Co-chair of the Equipping and Sustainment Program Evaluation Groups which manages the resources that enable the development, procurement, and sustainment of weapon systems and equipment for Warfighters. He administered the programming, allocation, and execution of approximately $30 billion annually for more than 350 acquisition programs for approximately $156 billion across the Future Years Defense Plan. He oversaw all reprogramming actions including both Above and Below Threshold Reprogramming Actions, Under Execution Reviews, Mid-Year Reviews, Expiring Year Reviews and OSD Resource Management Directives. He was responsible for the collaboration with key stakeholders on the Research, Development, and Acquisition (RDA) section of the Army Modernization Plan, The Army Plan, the Quadrennial Defense Review, and other key documents and reports.

 

Jack was selected for the Senior Executive Service and assigned to The Army G8 Force Development, Director of Resources/Deputy Force Development  in November 2012 until September 2016.  He was responsible for planning, programming, and budgeting research, development, and acquisition for the Army’s major investment programs, annually totaling $30 billion.  In support of this, he supervises the Programs and Priorities Division, Warfighting Analysis Division, and Munitions Division. He lead the Equipment Program Evaluation Group

Additionally he was responsible for all resource related activities for the G-8 Force Development Directorate including the internal budget.  He serves as the National Security Personnel System Pay Pool Manager and as a representative to the Joint Test and Evaluation Senior Advisory Council, Army Cost Review Boards, and Army Study Advisory Groups.
