Dr. Theresa A. Smith is the Deputy Joint Program Executive Officer Armaments & Ammunition, Picatinny Arsenal, NJ. In this role, she provides executive leadership to efforts developing and procuring leap-ahead munitions that increase the joint Warfighter's combat power. She also provides oversight for the life cycle management and sustainment of Army weapon systems and equipment from research and development through test and evaluation, acquisition, logistics, fielding, and disposition.

Dr. Smith was detailed as a Tier-2 Senior Executive Service from March – November 2021. In this capacity she served as the Army’s top civilian expert on supply operations and troop support matters. She was responsible for the management and synchronization of six divisions (Property Accountability, Troop Support, Munitions, Secondary Items, Major End Items, and Medical Logistics) and day-to-day administration of the directorate. Supervised six division chiefs (O- 6/E-9/CW5/GS15 level) who guided and controlled the work and performance of 66 logistics, technical and administrative military, civilian personnel, and contractor augmentation. Served as Sustainment Program Evaluation Group Functional Director responsible for 232 programs with a $15.15 Billion portfolio for the Program Objective Memorandum (POM).

Dr. Smith served as a Functional Advisor for the Army’s Logistics Career Field managing talent and professional development for over 50,000 civil servants across four disparate Functional Communities from March 2021 – March 2022 and again from December 2022 – July 2023.
