Melissa Elliott is the EVMS deputy director at RTX where she is responsible for the EVM strategy at the company level leading the enterprise in the development, implementation, and application of EVM. Ensuring RTX is up to date with current EVM government policies and processes, Melissa reviews and vets all RTX command media providing effective and efficient solutions.  This includes solutions for the latest innovations, such as IPMDAR and data driven metrics.  Partnering with the RTX business units, she provides guidance on policy and process interpretation for both contractual and scalable EVM programs, as well as testing new tools for program execution and compliance and surveillance.   

Melissa has almost 20 years of industry experience working at different contractors in various functions and roles where she supported numerous EVM program types.  This experience allows her to draw on different skills to share and provide guidance to the IPMD community.  Her passion to collaborate and help others coupled with her curiosity of the future state is the reason why Melissa signed up to co-chair the IPMDAR committee.  There are many opportunities to help new IPMDAR users learn effective and efficient ways to produce, deliver and utilize the reports. 

Outside of work, Melissa enjoys spending her free time with her husband Jon.  She loves outdoor activities, especially fishing, camping, and hiking.  When she can’t get away to nature, you will find her supporting her community through various volunteer and charity events or enjoying a sporting event.  Growing up as an Air Force brat in a mixed family, she loves everything about culture, from art to food.
