Mr. Fleming has 30 years of diversified project management experience supporting aerospace, defense, and energy industries. He is currently the NASA Earned Value Management Program Executive in the Office of the Chief Financial Officer-Strategic Investments Division organization at NASA HQ. Mr. Fleming is responsible for policy and requirements; internal and external communications; project planning and implementation guidance; Integrated Baseline Reviews, EVMS Compliance and Surveillance Reviews; EVM software administration; and training across the Agency.  Before joining NASA, he acted as the Program Planning & Control Task Order Manager on a major NASA contract, as well as providing EVM and Scheduling expertise.

Mr. Fleming has received numerous awards and recognition throughout his career, but most notably is the “Exceptional Public Service Medal - for outstanding leadership and development of extraordinary PP&C capabilities in the execution of NASA’s mission.”  He holds a Bachelor of Science degree in Management of Technology, a Project Management Professional certification, and is a member of the Project Management Institute, College of Performance Management, and the National Defense Industrial Association.
