Bio
Mr. Tory Kessinger was appointed the Assistant Program Executive Office (APEO) International for the Program Executive Office Combat Support & Combat Service Support in November 2021. In this role, he supports the Program Executive Officer with management and oversight in the execution of Title 10 Security Cooperation and Title 22 Security Assistance efforts for 250 programs of record.

Mr. Kessinger retired as an Army Officer with 20 years of service in 2011. His assignments included a variety of positions within the 1st Special Force Group (Airborne), Fort Lewis, WA; Joint Special Operations Command, Fort Bragg, NC; 10th Mountain Infantry Division, Fort Drum, NY; 405th Army Field Service Battalion-Livorno, Pisa Italy; War Reserve Stocks Allied-Israel, Tel Aviv, Israel; 1st Theater Sustainment Command, Fort Bragg, NC. He served multiple combat deployments in Operation Joint Forge, Operation Iraqi Freedom, and Operation Enduring Freedom.

Mr. Kessinger’s Army Civilian career includes assignments as an International Program Manager with the Aviation & Missile Command’s Security Assistance Management Directorate, Redstone Arsenal, AL; International Program Manager at both PEO Aviation’s, Program Management Office Cargo and Aviation Systems; PEO Missiles and Space APEO-International staff; United States Special Operations Command, Special Operations Forces Acquisition, Technology & Logistics, McDill AFB, Tampa; International Program Officer, PEO CS&CSS, PM Force Projection.

His education includes a M.S. in Systems Engineering from the Naval Post Graduate School, Monterey California, and a B.S. in Business Management from Regent University, Virginia Beach, Virginia.
