Bio
Mark McCoy assumed leadership of the Joint Program Office, Joint Light Tactical Vehicles, in June 2023. This is an Army-led Joint Family of Vehicles program designed to restore payload and performance that were traded from light tactical vehicles to add protection in recent conflict -- giving commanders an improved protected mobility solution and the first vehicle purpose-built for modern battlefield networks.He entered federal civilian service in 1991 as part of the Army Materiel Command Engineering Intern Program at the Red River Army Depot, TX. Following completion of the program in 1992 he relocated to the Detroit Arsenal, Warren, MI, and has since held numerous leadership positions working on combat and combat support systems programs within the Program Executive Office Ground Combat Systems (PEO GCS) and Program Executive Office Combat Support & Combat Service Support. He most recently completed the Defense Acquisition University Senior Service College Fellowship program in 2022-2023.
Mark previously served as the Deputy Product Manager, Mobile Protected Firepower (MPF) (Gold Team) responsible for assisting the Project Lead and Product Manager in managing one of the MPF contracts during the Middle Tier Acquisition Engineering Manufacturing Development phase, entry into production and deployment (Milestone C decision,) and Low Rate Initial Production contract award.
Mark has served as a centrally selected Product Manager four times: Product Manager Armored Multi-Purpose Vehicle Integration from 2016-2018; Product Manager Assured Mobility Systems from 2013-2106; Product Manager Joint Light Tactical Vehicles from 2010-2013; and Product Manager Fire Support Platforms from 2007-2010.
His prior leadership roles also include Chief Information Officer, Deputy Product Manager, and Assistant Product Manager, Strategic Planning Officer, Budget and Planning Officer in the Office of the Assistant Secretary of the Army (Acquisition, Logistics, & Technology, Lead Systems Engineer/Test Manager and Test Engineer.
Mark earned a Master of Science (MS) in Engineering Management, a MS in Industrial Engineering, and a Bachelor of Science in Mechanical Engineering. He served as a commissioned officer in the Army National Guard and Reserves from 1990 to 2003.
He is a member of the Army Acquisition Corps and has level III certifications in Program Management, Systems Planning, Research Development and Engineering and Test and Evaluation. Mark was a member of the Competitive Development Group/Army Acquisition Fellowship in 2001 and an Excellence in Government Fellow in 2013.
His awards include the Meritorious Civilian Service Award, three Superior Civilian Service Awards, two Achievement Medals for Civilian Service, US Army Engineer Association De Fleury Medal, Tank-automotive and Armaments Command Suggestor of the Year Award and the Army’s Idea for Excellence Suggestion Award.
