Mike Scharra is a retired Senior Associate with Command Holdings Group.  He has forty-eight years of Government and industry experience, most of which have been related to tactical vehicles.  During a 34-year career at the Detroit Arsenal, he held positions of increasing responsibility, the last of which were as Business Manager for Heavy Tactical Vehicles and Business Manager for PM Tactical Vehicles for twelve years under PEO CS&CSS.   In those positions, he oversaw cost analysis, financial management and acquisition planning, encompassing tactical vehicle budgets that grew to $10 billion annually. 

Upon his retirement from federal service in 2009, he joined Command Holdings Group.  His focus in that position was assisting clients in common and unique issues related to changes in federal agency program budgets and acquisition strategies.

He has additionally served as an Adjunct Professor of Financial Management for the Naval Postgraduate School, introducing numerous non-financial personnel to the basics of financial principles and control mechanisms.

He has served as a member of the Tactical Wheeled Vehicles Executive Committee and as both session chair and co-chair of the TWV Conference.  He is DAU Certified Level 3 in Contracting and Program Management and is a Certified Defense Financial Manager (CDFM) by the American Society of Military Comptrollers.
