Bio

Barbara Phillips is a senior advisor to the EVM Program Executive at NASA. She led the development of the cross-cutting NASA Surveillance Plan. Developed the Quarterly PMIAA EVM Dashboard mandatory reporting to OMB in concert with EVM Program Executive and other senior executives.  It uses EVM indicators and narratives to highlight leading indicators for senior leadership consideration. Facilitates quarterly NASA DCMA EVMS Compliance Metrics (DECM) Test Metrics Practitioner Forum telecom to encourage and support the community of practice across NASA centers and suppliers.

She has 25+ years of EVM experience spanning acting as EVM implementation analyst at Goddard Space Flight System where she was responsible for people, process, and tools on a $1B project to consulting to small tech firms with EVM reporting requirements (budget of $25M).  She is an active volunteer with the College of Performance Management (CPM) and is still the President of the Washington, DC chapter (elected in 2014).  She’s a frequent speaker at CPM, Empower User’s Group (EUG), the NASA EV Working Group and NASA Cost & Schedule Symposium.

Barbara holds a MS Information System from George Mason University and earned her PMP in 2001 and EVP in 2009.
