Bio

Mr. Roy L. Hawkins Jr. is the Regional Director for the Central Region of the Defense Counterintelligence and Security Agency. In this role, he is responsible for ensuring Central Region Field personnel receive the support functions needed to execute their critical missions (Background Investigations, Industrial Security, Counterintelligence, and Information Systems). Also, he is responsible for driving integration amongst the Mission Directors within the region and in collaboration with his fellow Regional Directors.

Prior to joining DCSA, Mr. Hawkins served as Unit Chief for the Foreign Threat Tracking Task Force (FTTTF) within the FBI. His unit was the lead federal agency vetting special interest migrants encountered along the United States borders who posed a national security risk. Before joining the FTTTF, Roy was the Counterintelligence Intelligence Program supervisor in the FBI Houston field office from 2014-2022.  In this role, he led intelligence integration efforts between the FBI and Intelligence Community (IC) partners which spearheaded key operational actions to counter foreign adversary activities across the nation. In 2020, he was the intelligence lead for an FBI major case which resulted in the disruption of the nation’s most aggressive CI threat.  As a result, Mr. Hawkins and his team were recognized and selected for the FBI’s 2021 Director’s Awards for Excellence in Counterintelligence Investigation.

While at the Houston field office, Mr. Hawkins served as regional Program Coordinator in support of the South-Central Domestic Director of National Intelligence Representative (DDNIR), an Office of the Director for National Intelligence (ODNI) national initiative. In this capacity, he led actions which brought together the analytical capabilities of eight FBI field offices and a host of IC partners and fusion centers in five states to address threat issues common across the region. In 2017, he received the ODNI individual award for Intelligence Integration for his leadership in support of the ODNI initiative.

From 2009-2014, Mr. Hawkins supervised a large analytical team in the FBI San Antonio Division and directed tactical and strategic intelligence support for time-sensitive FBI criminal and national security investigative activities.  Prior to joining the FBI in 2009, he served in numerous leadership roles with National Geospatial-Intelligence Agency and Defense Intelligence Agency, where he worked the integration of DOD intelligence capabilities for joint warfare. From 2005-2009, he was the U.S. Joint Forces Command J2 lead overseeing the development of joint intelligence modeling & simulation capabilities.

From 2004 to 2005, Mr. Hawkins was the Deputy Director of Intelligence for Joint Task Force Civil Support (JTF-CS). As Deputy J2, he led the development and implementation of GEOINT capabilities which provided the command’s leadership the Common Operational Picture for chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) events and threat modeling. He is an Air Force veteran, serving 20 years from June 1980 to July 2000.  Mr. Hawkins holds a Master’s degree from Liberty University and a Bachelor of Science degree in Criminal Justice Administration.
