Bio
Mr. Justin Walsh currently serves as the Regional Director for the Mid-Atlantic Region. In this role, he is responsible for ensuring Mid-Atlantic Region Field personnel receive all of the support functions needed to execute their critical missions (Background Investigations, Industrial Security, Counterintelligence, and Information Systems). Also, he is responsible for driving integration amongst the Mission Directors within the Region and with his fellow Regional Directors.

Previously, Mr. Walsh served as the Regional Mission Director (RMD) for the Mid-Atlantic Region, IS, beginning in April 2017. As the Mid-Atlantic RMD, he was responsible for overseeing and partnering with ~3000 cleared defense contractors to protect classified information, critical technologies, and lead operations for eight (8) DCSA Field Offices. From February 2021 – August 2021, he served as an Advisor to the DCSA Chief Strategy Office on a detail assignment, overseeing a complex portfolio of strategic transformation projects for the IS and Counterintelligence (CI) Directorates. From June 2020 through November 2020, he served as the Acting Director of Plans and Programs within the IS Directorate. As Acting Director, he led two distinct functions within IS: Entity Vetting (Facility Clearances, Business Analysis, and Mitigation Strategies) and the Program Management Office (developed and maintained the Directorate strategic plans and managed the associated critical programs and technology).

Mr. Walsh has a long-standing history with DCSA, formerly DSS. From 2002 - 2010, he has served in a variety of roles to include: Background Investigator, Industrial Security Representative, Foreign Ownership Control or Influence (FOCI)/International Specialist, and Acting Region Operations Manager. In 2010, he became the FOCI Program Manager for Industrial Security Field Operations for Industrial Security Field Operations. He was responsible for managing oversight efforts for all FOCI facilities in the NISP. In this role, he led the release and implementation of the Electronic Communications Plan (ECP) for FOCI facilities. In March 2012, he became the Chief of the Facility Clearance Branch (FCB). As Chief of FCB, he led the vetting and processing of contractors for Facility Clearances (FCLs) based upon procurement need, issued FCLs, and monitored cleared contractors continued eligibility in the NISP. In 2015, he led a major effort to improve the FCL process which resulted in greater accountability, transparency, and reduced FCL processing timelines. Beginning in April 2016, he served for one year with the Office of the Under Secretary of Defense for Intelligence on a Joint Duty Assignment in different policy roles to include: Industrial Security, Critical Program Protection, and was the Acting Chief of Personnel Security Clearance Policy. His chief accomplishment in this role was overseeing the update of the DoD Manual 5200.02, Procedures for the DoD Personnel Security Program, which became effective on April 3, 2017 and replaced the previous manual that was published in 1987.

Mr. Walsh graduated from York College of Pennsylvania in May 2002 with a Bachelor of Science Degree in Criminal Justice. Also, he is a graduate of the Harvard Kennedy School of Government’s Senior Executive Fellows Program (2014) and the Leadership for a Democratic Society course from the Office of Personnel Management, Federal Executive Institute (2018).
