Ms. Gina Garcia is the Enterprise Capabilities and Requirements Team Lead for the Strategic Capabilities and Processes Office. She is responsible to the SCAP Director for the development and operational sustainment of Business Capability Management (BCM), the process and platform tool which standardizes Enterprise business change. Her team also guides the Enterprise in the development of capability roadmaps allowing senior leaders to make strategic decisions supporting DLA’s Digital-Business Transformation and delivery on its Strategic Plan.
Ms. Garcia was commissioned in the United States Air Force in 1986, serving twenty years as a Logistics Officer. Her assignments varied from bomber logistics deployment planning to advocating for supply warehouse efficiency serving both DLA and the USAF. She led the creation and operation of the logistics organization for the 820th Security Forces Group, the Air Force’s first fully integrated, world-wide deployable base defense capability. She also served as the Director of Logistics for the Special Operations Command, Joint Forces Command where she helped shape the logistics for Special Operations training and real-world Joint Special Operations Task Force continencies during the 9/11 crisis.
Before joining the Defense Logistics Agency in 2015, Ms. Garcia was a Program Manager for ICF International, where she assisted the HQ Air Combat Command’s Logistics Director in modernizing their War Reserve Materiel Program. She expanded her experience in the commercial industry as the HQ Operations Program Manager for Whataburger, Inc., a family-owned quick service hospitality chain with over 800 restaurants across the country.
