Dr. Charles D. Ormsby, Senior Scientific Technical Manager, is Chief, Manufacturing and Industrial Technologies Division at Materials and Manufacturing Directorate, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. In this position he leads a team of 70 personnel responsible for defining and executing more than $400M annually in Air Force Manufacturing Technology research.  Additionally, Dr. Ormsby leads the Defense Production Act Title III Executive Agent Program Office, managing a portfolio of Department of Defense Title III programs in excess of $2.5B.  Finally, Dr. Ormsby is the Air Force Principal Member of the Department of Defense Joint Defense Manufacturing Technology Development Panel, coordinating and partnering with other Services and Defense Agencies to ensure our nation can affordably produce the weapons systems necessary for our defense.

 

Dr. Ormsby was commissioned into the Air Force in May 1992, through the Reserve Officer Training Corps, and entered Active Duty in February 1993. During his more than 25 year Active Duty career, he served in a variety of positions in Intelligence, test, two laboratory directorates, the Air Combat Command Staff, and the Air Staff. Additionally, he served a six month joint deployment to the American Embassy, Baghdad, Iraq where he served as the in country program manager for the $6B Iraqi F-16 Foreign Military Sales Program.

 

Dr. Ormsby entered federal civilian service in February 2019 as Chief of the Propulsion, Structures and Manufacturing Enterprise Branch in the Manufacturing and Industrial Technologies Division, Materials and Manufacturing Directorate.  Immediately prior to his current position, Dr. Ormsby was Chief of the Aerospace Vehicles Division, Aerospace Systems Directorate, Air Force Research Laboratory.
