Bio
Charles M. Connolly is currently the Group Chief for Business Operations within the Defense Industrial Base Cybersecurity Assessment Center (DIBCAC) for the Defense Contract Management Agency (DCMA). He is responsible for leading business operations, policy, and evolving the end-to-end cybersecurity assessment program. Mr. Connolly is a plankholder within the DIBCAC, holding almost every role from its inception.  

Mr. Connolly has been a federal civil servant for 30 years, starting his career with the US Navy Special Programs in 1991. In 2002, he accepted a position at the National Security Agency serving in roles as Senior Analyst; Security Manager; and Liaison to Joint Forces Command Norfolk, Va., in 2005 and Department of Homeland Security, Arlington, Va., in 2009. In 2011, he transitioned to the Department of Homeland Security National Cybsersecurity and Communications Intergration Center as Associate Director of Analysis.  

Mr. Connolly became the first Counterintelligence Program Manager at DCMA in January 2012 and served in that position until his selection to the DIBCAC in 2019.   

Mr. Connolly is a graduate of Salisury University with a Bachelors of Arts in Management and earned a Masters of Science in Homeland Security Management from University of Maryland Global Campus. He also graduated from the Counterintelligence Academy in Quantico, Va., and survived both the Warrior School in Tucson, Az., and the Crucible in W.Va. Mr. Connolly is a Certified Information Security Manager (CISM), Certified Data Privacy Solutions Engineer (CDPSE), and Certified CMMC Assessor (CCA). He has also served as Adjunct Faculty at the National Cryptologic School, Linthicum, Md.  

Mr. Connolly and his wife Katherine have two daughters, Abigail and Alison.
