Bio

Ms. Owens currently serves as the Program Manager, Medium and Heavy Tactical Vehicles (PM MHTV), U.S. Marine Corps Systems Command (MCSC) where she is responsible for the leadership, overall management, direction, and guidance for the planning, development, acquisition, testing, and product improvement efforts for all programs under Medium and Heavy Tactical Vehicles.

Ms. Owens began her career in 2005 supporting MCSC as contracted support providing program analysis and logistics support to Program Manager Information Systems and Program Manager Assault Amphibious Vehicles (PM AAV).

In 2009, Ms. Owens began her civil service career as a Project Officer supporting PM AAV modification programs, AAV Command and Control Vehicle upgrades, and the AAV Survivability upgrade program. In this billet, Ms. Owens was responsible for the cost, schedule and performance of modifications and technology upgrades to a combat vehicle first fielded in 1971.

In 2019, Ms. Owens joined Program Manager Light Tactical Vehicles, Program Executive Officer Land Systems (PEO LS) as the Team Lead for the Utility Task Vehicle (UTV) and Ultralight Tactical Vehicle (ULTV). She was responsible for the sustainment and modifications to the UTV and acquisition strategy for the ULTV.

In March 2020, Ms. Owens was competitively selected as the Product Manager for Medium Tactical Vehicles, PEO LS and in July 2020, she was selected as the PM MHTV, MCSC.

Ms. Owens holds a B.S. in Business Management from Longwood University and a Master of Business Administration from the University of Mary Washington. In addition, Ms. Owens is a graduate of the Defense Civilian Emerging Leadership Program and is level III Defense Acquisition Workforce Improvement Act certified in Program Management.
