Mr. Goodwin is the Acting Joint Project Lead (JPL) for the Chemical, Biological, Radiological and Nuclear Defense (CBRND) Enabling Biotechnologies (EB). He started in his current position in April 2020 and he reports directly to the Joint Program Executive Officer for CBRND. As the JPL CBRND EB, Mr. Goodwin is responsible for leading EB’s mission, to provide new and improved medical countermeasures to enable a single treatment for many threats, rapid medical countermeasure responses, genomic sequencing and the capability to diagnose CBRN threats before the onset of symptoms. As well as to modernize the DOD’s approach across the medical countermeasure (MCM) Acti spectrum by building, maturing, and integrating capabilities and infrastructure to support accelerated MCM development, manufacturing, testing, and deployment.

Prior to his current assignment, Mr. Goodwin has held numerous positions at the JPEO-CBRND including Science Manager, Deputy Program Director Critical Reagents Program, Acting Deputy Joint Project Manager for Biosurveillance, Program Director Critical Reagents Program/Defense Biologic Product Assurance Office (DBPA), and Chief Operating Officer JPL CBRND EB. He spent an additional 15+ years in private industry (manufacturing) in positions ranging from Production Technician at Chesapeake Biological Laboratories to Laboratory Manager at MRI Global.

Mr. Goodwin is a native of Maryland. He earned a BS in Biology from Salisbury University. Mr. Goodwin is Level III certified in Program Management from the Defense Acquisition University. Mr. Goodwin is also a member of the U.S. Army Civilian Critical Acquisition Workforce. Mr. Goodwin is married to Erin; they have one son (Brock).
