Bio

Mr. Robert Winston serves as the Director, Office of Security, National Geospatial-Intelligence Agency (NGA). He provides management, oversight and accountablity of programs, resources and personnel assigned to protect and secure NGAs most vital assets.

Previously, Mr. Winston served as the Director, Service Performance Office, Chief Information Office and IT Services Directorate of the National Geospatial-Intelligence Agency. Mr. Winston provided oversight to a team of IT professionals that delivered customer-centric advocacy for existing and emerging IT services, promoted effective and efficient IT service delivery and performance, and delivered IT technical executive support to NGA internal and external sites.

As a Geospatial-Intelligence Officer, Mr. Winston led the community engagement and integration efforts of the Office of Geospatial-Intelligence Management (OGM). He developed policy, guidance, and standards for the National System of Geospatial-Intelligence (NSG), which included government agencies, academia, industry and international partners producing or consuming Geospatial-Intelligence. Mr. Winston facilitated NSG integration and interoperability by prescribing standards for training and tradecraft, reporting, and function specific technical architecture.

 Prior to assignment in OGM, Mr. Winston served for two years on a Joint Duty Assignment with the Naval Intelligence Activity as Deputy Director, Navy Insider Threat Office. He developed Navy-wide detection and prevention programs to protect classified networks and systems from sabotage, manipulation and misuse. Mr. Winston developed program policy, implementation plan, and concept of operation to deter, detect and mitigate insider threats to classified networks and systems.

Mr. Winstons diverse NGA leadership includes previous assignments as Chief, Personnel Security Division, where he was responsible for managing investigative, adjudicative, and polygraph programs; Business Executive, where he executed budgets, provided contract oversight, and managed employee development; and Chief, Physical Security Division, where he implemented requirements for construction, accreditation, and protection of sensitive compartmented information facilities.

Mr. Winston joined NGA in 2004 after developing and implementing security and protection programs at the Naval Criminal Investigative Service, Washington Headquarters Services, and Bethesda Naval Hospital. He was selected to the Defense Intelligence Senior Level in April 2016. Mr. Winston earned a BA in Sociology from Georgetown University, and an MS in Management from the University of Maryland University College.
