Bio
Ms. Jennifer A. Powers is a Program Manager for Special Reconnaissance (SR) at the HQ US Special Operations Command (USSOCOM), MacDill AFB, FL. She is responsible for synchronizing the development, testing, acquisition, and fielding of SOF-Peculiar systems for Technical Collection and Communications. Ms. Powers manages a team acquisition and engineering professionals responsible for providing cradle-to-grave support including, but not limited to, rapid prototyping; tailoring commercial off-the-shelf capabilities to meet SOF unique needs; continuous modification of capabilities to counter adversarial threats; developmental and operational testing; production & fielding; sustainment training; and life cycle sustainment support.
Ms. Powers joined the USSOCOM as a financial specialist supporting the Acquisition, Technology and Logistics Directorate, under PEO-Command, Control, Communications and Computers (C4), after graduating from the University of Florida where she earned a Bachelor of Arts in Political Science and a European Political Systems Certificate from the University of Utrecht, The Netherlands. During her tenure with PEO-C4, she supported multiple SOF radio & network infrastructure programs and an urgent deployment acquisition program for a man-packable satellite system. After 10 years, she moved to PEO-SR and became the Deputy Acquisition Program Manager of the Hostile Forces – Tagging, Tracking and Locating Program. As the DPM, she was responsible maintaining a product line of 100+ capabilities that support the SOF warfighter in the find, fix, finish mission through development, acquisition, and sustainment of tracking and close-target reconnaissance devices that feed into an integrated tracking and visualization architecture. In 2018, Ms. Powers was charted by the USSOCOM Acquisition Executive as the PEO-SR Program Manager Technical Collection and Communications encompassing five programs of record spanning all facets of tagging, tracking, and locating of enemy assets; capturing and transferring of near-real time ground based tactical imagery and video providing battlefield visualization and situational awareness through remotely tracking and monitoring SOF Operators and
Partnered Forces.
In 2020, Ms. Powers graduated from the University of Tennessee Haslam College of Business with a Master’s in Business Administration for Defense and Aerospace. Her awards and decorations include several excellence and special service awards and the Unites States Office of Secretary of Defense, Comparative Test Office – Foreign Comparative Test Program Manager of the Year 2011.
