Mr. Pfoltzer is principal capture manager in business development with over 36 years of government and contractor experience. He supports customers in Department of Defense (DoD), Department of Homeland Security (DHS), Veterans Affairs (VA) and Center for Medicare and Medicaid Services (CMS) in all aspects of corporate opportunity management including customer mission and requirements understanding, teaming, solution strategy, cost development, staffing and overall integration of proposals to address customer needs.

He is a former Department of Defense Senior Executive with broad experience in strategic national security decision-making, strategy, PPBE/financial management, program analysis and evaluation, transformation, C5ISR, weapon systems requirements, acquisition, logistics, manpower, training, and infrastructure.  His experience includes working with ground, sea, air, space, missile defense, intelligence, communications, and information technology programs.  He served in government civilian assignments in the Department of Navy and Headquarters U.S. Marine Corps and in senior executive assignments in the Office of the Secretary of Defense and Department of Army.

Mr. Pfoltzer holds a Bachelor of Science in Aerospace Space and Ocean Engineering from Virginia Polytechnic Institute and State University, a Master of Public Administration from Troy State University, and DOD Financial Management Certification. 

His awards and honors include the Presidential Rank Award for Meritorious Service (twice), Army Decoration for Exceptional Civilian Service, Army Decoration for Meritorious Civilian Service, Military Intelligence Corps Association Knowlton Award, and the Signal Corps Regimental Association Bronze Order of Mercury.
