Ms. Merry Lutz is a Country Programs Manager within the Office of the Under Secretary of Defense for Acquisition and Sustainment’s International Cooperation Office.  She currently manages the portfolios for NATO, European Union, France, Germany, Italy, and Spain.  She has worked multiple international cooperation positions within the DoD since 2000 including at Navy International Programs Office, Deputy Assistant Secretary of the Army for Defense Exports and Cooperation, and OSD.  This includes twelve years working the Coalition Warfare Program. She grew up in a Navy household (both parents) and has a Bachelor of Science Degree in Foreign Languages from Frostburg State University.
