Bill Smart Distinguished Service Award
During his 40 year career Bill Smart made extensive contributions to the Earned Value Management community. His work provided the basis for improved integrated performance management across Government and industry.
Bill was an active participant in the Integrated Program Management Division. One of his most notable contributions was the design and execution of what has become the Integrated Baseline Review (IBR) Process.
Bill was the author of the 1993 report, “A Technical Review of the Performance Measurement Baseline - Process Improvement in Cost/Schedule Management”. This report became the basis for revising acquisition guidance to shift emphasis toward an earlier cost, schedule, and technical review of the baseline. The report was cited in the 1994 Memorandum for Component Acquisition Executives regarding “Improved Cost and Schedule Performance Management” as a good example of integrated baseline review (IBR). Numerous programs across government and industry have and will continue to benefit from Bill’s insight and vision. His contributions to the EVM community include the processes needed to demonstrate program success and the importance of budget and financial management insight, manpower program planning and oversight, as well as EVM for both major and non-major programs.
It is with great pleasure that the Integrated Program Management Division is now identifying its highest award with a man who lived his life to ensure the betterment of Earned Value Management and Integrated Performance Measurement. It is for these reasons we have changed the name of the Distinguished Service Award to the “Bill Smart Distinguished Service Award"
This award is presented at the discretion of the Division to an individual who has made significant contributions to the mission of the Division and is widely recognized for their expertise in EVM and integrated program management.
