James Frank Robbins
It is with great pleasure that the Precision Strike Association presents the Richard H. Johnson Award to James Frank Robbins. The Johnson Award recognizes outstanding personal technical achievement resulting in significant contribution to precision strike systems. The impact of Frank’s many contributions extended across the precision strike community. Most notably Frank’s work in the USAF has impacted more than one generation of precision guided weapon, both air-to-ground and air-to-air.
In the same spirit as Richard (Dick) H. Johnson, for whom the award is named, Frank has a background which includes a large number of precision guided weapons. Like Dick, Frank is recognized as a mentor, improving the state of technical excellence, generously sharing his insight, and in many cases giving credit to others. An example is leadership in the NDIA’s Eglin Systems Engineering Study, which led to improvements in the performance of the systems discipline.
His USAF career included joint weapons which have enhanced operations across the DoD and a host of allied nations. Many corporations have benefited from his expertise, in particular, since his move to private practice.
Frank’s technical contributions began in the early days of precision guidance; laser and television guided weapons work at Eglin. He quickly became a technical leader, working to address quick reaction programs. His early work spanned a number of projects, including the GBU-15 and SUU-54.
From 1978 through 1990, he served in various rolls on the AMRAMM program, which pioneered practical beyond-visual-range engagements and other breakthroughs are all accepted practice today. They were radical and risky before the contributions of Frank and others like him.
One criterion for the Johnson Trophy is recognition by other institutions. Frank has been recognized with a number of awards and honors, which range from his role as the USAF’s Sloan Fellow at the Massachusetts Institute of Technology, to recognition in the Guinness Book of Records.
Because these and other contributions, the Precision Strike Association is proud to name James Frank Robins as the recipient of the seventh annual Richard H. Johnson Technical Achievement Award and the 2016 Johnson Trophy.
